Alper Caglayan, President - Alper is the chief executive officer of the association, and presides at membership and Board meetings. Alper's management experience includes serving as the CEO of several information technology startups, and Chief Strategy Officer at a fintech company. At FRA, he served as VP in 2024-2025, on the clubhouse Design Committee, and organized annual music events, and various wine tasting events. Alper currently serves on the Board of greenGoat - a nonprofit that salvages home improvement materials, and previously served on the Board of Biddeford Engine - an arts nonprofit that helped to revitalize Biddeford, recently replaced by the Art of Biddeford. James LaBelle - VP and Membership Manager - As the Vice President, Jim fulfills the President's duties in his absence. As Membership Manager, Jim handles new member applications, renewals, and outreach. Jim's management experience includes serving as the Executive Director of the Biddeford + Saco Chamber of Commerce - a nonprofit 501(c)(6) trade association organized to advance and promote commercial and industrial prosperity as well as the civic, cultural and educational interests of the Biddeford and Saco communities. John Hoben, Secretary and Communications Director - As the Corporate Secretary, John is responsible for keeping Board and membership meetings records. As the Communications Director, John is responsible coordinating member communications regarding facilities, membership, events and tennis. John's management experience includes his position as the City Coordinator, and Executive Vice President of a $1B integrated healthcare system in Manchester, NH. He has been a member of the Association since 2010. He was elected to the Board as Secretary in 2024. He has been involved in several non-profits - Biddeford Pool Land Trust, The Conservation Alliance, the Gruber Family Foundation, and Habitat for Humanity. William Boucher, Treasurer - As the Treasurer, Bill keeps the corporation's books, maintains its financial records, and files the required Federal and State reports. Bill's financial management experience includes his workers compensation consulting business. Before his election as a Board member in 2022, he has previously served as Treasurer 2010-2016 and on the clubhouse Design Committee. Bill's contact information can be found in our member directory.
Jim Oleson, Facility Manager - Jim oversees the maintenance, repair, and improvement of club property and equipment. He served as the President in 2024 and 2025 season, during which he oversaw the Pavilion construction project. Jim is currently the President of Biddeford Pool Community Center (BPCC). Tom Casalino, Tennis Manager - Tom oversees the opening and closing of the tennis court, and is responsible for the annual and daily maintenance of the Har-Tru court. Tom is a former USPTA (now RSPA) teaching professional and has extensive experience in managing club tennis programs and maintenance over Har-Tru courts. Tom lives year-round in Biddeford and retired at the end of 2023 from his role as CFO of Airlines Reporting Corporation. Cary Frye - Board Member and Events Manager - Cary has the joined the Board in 2025. As the Events Manager, she coordinates social, cultural, and recreational activities, and collaborates with the Social Committee Chair, Suzy Hamilton on monthly socials. Her non-profit experience includes Executive Secretary - National Conference on Interstate Milk Shipments and SVP of Regulatory Affairs, International Dairy Foods Association.
